A tenant pays the lessor's outgoings for electricity, gas or another prescribed service only where the tenant enjoys the service. If not individually metered, the agreement must state the service, how the tenant's share is worked out and how it is recovered; if individually metered, the tenant pays no more than the prescribed method or the supplier's charge, and only after the lessor gives a copy of the supplier's bill within 4 weeks of receiving it.
