Requirement 0151 (Part Five: Personnel, section 18.6.2 Security Clearances; applies to All entities; dated 01 July 2026; modified in Release 2026): The Sponsoring Entity's Accountable Authority (or the Chief Security Officer if delegated) approves checkable background eligibility waivers after accepting the residual risk of waiving the checkable background requirement for each person, confirming that a citizenship eligibility waiver is not in place (unless an exemption has been established) and maintains a record of all checkable background eligibility waivers approved. Modified in Release 2026: the sponsoring entity's Accountable Authority (or delegated CSO) accepts residual risk per person and records every waiver; without a waiver the AVA denies the clearance.
