Protective Security Policy Framework (PSPF) Release 2026 0117: 0117 Identity check to National Identity Proofing Guidelines Level 3

Requirement 0117 (Part Five: Personnel, section 16.1.1.1 Pre-Employment Eligibility; applies to All entities; dated 31 October 2024; retained from Release 2025): The pre-employment screening identity check is conducted for all personnel, to verify identity to at least Level 3 (High) of Assurance of the National Identity Proofing Guidelines. Level of Assurance 3 (high) covers uniqueness, legitimacy, use in the community over time, linkage to the claimant and absence of fraudulent use; trusted referees may verify where no government record exists.
