Requirement 0149 (Part Five: Personnel, section 18.6.1 Security Clearances; applies to All entities; dated 01 July 2026; modified in Release 2026): The Accountable Authority (or the Chief Security Officer if delegated) approves a citizenship eligibility waiver after accepting the residual risk of waiving the citizenship requirement for that person, confirming that a checkable background eligibility waiver is not in place (unless an exemption has been established) and maintains a record of all citizenship eligibility waivers approved. Modified in Release 2026: the Accountable Authority (or delegated CSO) accepts the residual risk and confirms no checkable background waiver is in place unless the concurrent-waiver exemption (Government decision, Home Affairs engaged, conditional clearance, Baseline or NV1) applies; waiver numbers are reported annually.
