Philippines Occupational Safety and Health Standards R1940: Rule 1940 Fire protection and control: buildings sited and built to the Building and Fire Codes, height limits by construction type, segregation of explosion and flash-fire processes, at least two exits per floor clearing the area in five minutes with travel distance limits, fire-fighting water supply for eight hours, hydrants and hose compatible with the public fire department, portable extinguishers, flammable and combustible liquids and solids, electrical installations, fire alarms on every floor of multi-storey buildings, and a trained fire brigade with drills

What does R1940 require?

Workplace buildings are located under local zoning and designed, built, occupied and used to the Building Code of the Philippines, with fire tests under the Fire Code and storage, sprinkler and fire protection systems under Chapter 9 of the PSME Code. Building height follows the construction-type table (two more storeys allowed with approved sprinklers), processes with serious explosion or flash-fire hazard are segregated with minimum staffing, every floor and basement has at least two exits able to clear the area in five minutes with additional exits where travel distance exceeds 23 metres in high-hazard occupancy and the stated limits for industrial, business and mercantile occupancies, longer where sprinklered. Where public water is unavailable a private reservoir supplies all fire systems for eight hours, supply systems are protected from fire, hydrants and hose couplings match the local fire department, hose is drained, dried and tested at least every four months, portable extinguishers are provided in all places of employment under Rule 1944.05, flammable and combustible liquids and combustible solids are stored and handled under Rules 1945 and 1946, electrical installations follow Rule 1947, buildings of two or more storeys have fire alarm systems audible throughout with manual stations on every floor within 30 metres (61 metres for business occupancies) in the natural escape path, and each place of employment organises a fire brigade sized to its risk and trained in hose work, ventilation, salvage, rescue and first aid, holding fire drills under Rule 1948.
