The Pennsylvania Emergency Management Agency, police and fire departments and county emergency centres may record calls into and out of their communication systems only if the telephones are limited to the system's administrative use and the system gives a periodic warning that the call is being recorded; recordings, notes and transcriptions may be destroyed unless needed for a pending matter; and at least one unrecorded line is available for public use at each agency or centre.
