What does 3-3 require?
Standard ISO PIN-block formats are never translated into non-standard ones; formats 0, 3 and 4 translate only among themselves or to format 2 as the table allows, format 1 may go to 0, 3 or 4 but never back to 1, and no translation between PAN-bearing formats may change the PAN, tokenised surrogate PANs excepted.
