What does 3-2 require?

Where a PIN is enciphered only on the path between the IC reader and the PIN entry device, an ISO 9564 format is used; format 2 is permitted only with a unique key for every transaction under ISO 11568, and only for offline PIN verification or PIN change in IC card environments.
