On top of 5.1, the owner's or manager's leadership writes down and tells its value chain which carbon outcomes, roles, responsibilities and requirements (those in clauses 6 to 11) it expects on schemes at asset, network or system level. It fosters communication across the chain and with stakeholders to dismantle silos, grow collaborative behaviour and allow the system to be optimised. It invites members to question current practice by making lower whole life carbon a central delivery outcome and by using the reduction hierarchy through every work stage. It finds ways to recognise and, where it can, reward chain performance that produces low-carbon results, including KPIs and financial incentives, holds itself to account for hitting reduction targets at asset and network level, and names and shares across the chain the whole life carbon consequences within its reach at network and system level.
The graph holds this control, the 0 it maps to, and the evidence behind each claim, over MCP and REST.
