Clarifies the 1926.21(b)(2) training duty for the hazards covered by Subpart X. The employer must provide, as needed, training for every employee using ladders and stairways, enabling them to recognise the related hazards and teaching the procedures that minimise them. A competent person must train each such employee, as applicable, in: the fall hazards present where they work; correct procedures for putting up, maintaining and dismantling the fall protection systems they will rely on; how stairways and ladders are properly built, used, positioned and handled with care; the maximum intended load-carrying capacity of the ladders in use; and the Subpart X standards. Employees are retrained as necessary so they keep the understanding and knowledge gained. Unlike the Subpart M training section, this section does not call for a written certification record, so evidence rests on how the employer shows who was trained, by whom and on what.
