Requires a stairway or ladder at every personnel point of access with an elevation break of 19 inches or more, unless a personnel hoist, ramp, runway or sloped embankment serves it instead. Employees may not use spiral stairways that will not remain as a permanent part of the structure under construction. Where ladders are the only way in or out of a work area for at least 25 employees, or where a ladder must carry traffic in both directions at once, the employer supplies either a double-cleat ladder or at least two separate ladders. If a building offers a single access point between levels, it stays unobstructed for free passage, and if work or equipment would restrict it a second access point must be provided and used. Where several access points link levels, at least one stays unobstructed. Every fall protection system for stairways and ladders that Subpart X calls for must be provided and installed, and the other applicable Subpart X requirements met, before employees begin the work that needs those stairways, ladders and protection.
