No one enters the restricted space around overhead high voltage lines or equipment, or does anything there (handles, erects, operates, transports or stores tools, equipment or materials, or moves a structure), (ten feet in all directions for lines over 600 volts to 50 kV, more for higher voltages by the stated formula or twice the insulator length, and smaller transit clearances for equipment moving on level ground) unless the person is the owner or an authorised employee or written agent of the system, or proper notification has been given to the line owner at its business office at least two business days before the work (stating the proposed start date, location, description of the activity and contact person) and either the owner or its agent has de-energised and visibly grounded the line or equipment, or accidental contact is effectively prevented by insulating barriers or guards meeting the rule's design requirements.
