Apply the AIAF at the use case level where registration requires it, assessing purpose, operational context, data and downstream impact, at the defined points in the AI system lifecycle and whenever risks, context or system functions change in ways that could affect outcomes or oversight, re-assessing on material change in purpose, data, decision context or risk profile. The intrinsic risk band (the risk of what the use case involves and how it is intended to be used, before mitigation) sets the minimum governance and oversight; subject matter expert review checks that answers reflect the real use case and the band is plausible, but does not approve use cases, certify legal compliance, authorise deployment or accept risk, which remain with the agency's governance and assurance functions.
