NIST SP 800-167 Guide to Application Whitelisting 3.4: Deploy gradually, starting with a small number of hosts, and prepare staff and users

What does 3.4 require?

Production deployment starts with a small number of hosts so management servers and other bottlenecks are not overwhelmed and problems common to many hosts are found early; the staged rollout gives administrators time to evaluate impact and fix issues before enterprise-wide deployment, and gives system administrators, the help desk and users time to be trained. The organisation also anticipates users discovering and disabling the agent, using stealth operation where the product supports it.
