New Zealand Information Security Manual (NZISM) 9.2.19.C.03: Conditions for granting emergency system access

What does 9.2.19.C.03 require?

Agencies that grant emergency access to a system must make sure that: (1) the access is needed because of an immediate and critical need for classified information with not enough time to finish clearance procedures; (2) it is approved by the agency head or a delegate of the agency head; (3) the access is formally documented; (4) the access is reported to the CISO; (5) suitable briefings and debriefings covering the system and its information take place; (6) access is confined to the information and systems needed for that particular emergency, with the "need to know" principle applied strictly; (7) the access is no more than ONE clearance level above the clearance the person currently holds; and (8) the security clearance process is finished as soon as possible.
