So that authentication mechanisms do not weaken system security, agencies must at a minimum: apply MFA appropriately (see the controls in Section 16.7); store authentication secrets, including passwords, securely; take knowledge-based questions (for example a pet's name or first school) out of the authentication process; screen new passwords to lower the chance of them being previously compromised passwords; take hints out of the authentication process; and change passwords whenever an account compromise is known or suspected.
