New Zealand Information Security Manual (NZISM) 14.4.4.C.01: 14.4.4.C.01 Separated and controlled software development environments

Agencies should configure software development environments so that: a minimum of three distinct environments exist, namely development, testing and production; information flow between them is tightly restricted under a defined and documented change policy, with access given only to users with a clear business need; new development and changes happen only in the development environment; and nobody has write access to the software's authoritative source (source libraries and the production environment).
