A number prescribed by law for identifying a person (in practice the citizen service number, burgerservicenummer or BSN) may be used in processing personal data only to execute that law or for purposes set by law. An employer may use the BSN for payroll tax, social insurance and pension administration because tax and social security law requires it, but not as a staff number, login, badge identifier or search key in other systems. (The delegation to set further uses by order in council was removed by the Verzamelwet gegevensbescherming from 1 September 2026; existing orders keep effect under art. 48b.)
