Each Transmission Owner performs an initial and subsequent risk assessments of its Transmission stations and substations (existing and planned within 24 months) that meet the applicability criteria (500 kV or higher; 200 to 499 kV with three or more connections and a weighted value above 3,000; IROL-critical; Nuclear Plant Interface Requirements), consisting of transmission analyses to identify those that if rendered inoperable or damaged could cause instability, uncontrolled separation or Cascading within an Interconnection.
