What does CIP-002 R1.1 require?

Under a process that considers each Control Center and backup Control Center, transmission station and substation, generation resource, system restoration facility (Blackstart Resources, Cranking Paths, initial switching), Special Protection System and, for Distribution Providers, the listed Protection Systems, identify each high impact BES Cyber System at each asset by applying Attachment 1, Section 1 (Control Centers of Reliability Coordinators; of Balancing Authorities for 3,000 MW or more in one Interconnection or for assets meeting criteria 2.3, 2.6 or 2.9; of Transmission Operators and Generator Operators for assets meeting the listed medium criteria).
