NATO STANAG 4774 (Confidentiality Metadata Labels) and STANAG 4778 (Metadata Binding) 4778.2-9: Bind labels to arbitrary files with sidecar or XMP files

Chapters 9 and 10: the sidecar profile (urn:nato:stanag:4778:profile:sidecar 1:2) stores the BDO in a separate file named after the data object file, with DataReference URIs as relative paths. The XMP profile (urn:nato:stanag:4778:profile:xmp 1:1) stores the BindingInformation, escaped as character data, as a value in an XMP packet embedded in the file where the format allows, or in an XMP sidecar written as a complete well-formed packet whose name is the full file name plus .xmp (example.txt.xmp); the BindingInformation must include a MetadataBinding for the file and a contentType where required.
