What does SWE-214 require?

For each kind of transfer or reuse of software inside NASA the Center Director, or designee, performs the prescribed checks: for civil servant to civil servant transfers, verifying the requester has completed the required acknowledgment before providing the software; for civil servant to contractor transfers, verifying that a civil servant such as the Contracting Officer or COR has confirmed the contractor needs the software for Government-purpose work under its NASA contract, that an appropriate Government Furnished Software clause is in the contract (or the contractor uses the external release route of NPR 2210.1), that the contractor is not a foreign person, and that there is a requesting civil servant for the transfer.
