What does SWE-032 require?

The project manager acquires, develops and maintains software from an organisation whose CMMI-DEV rating is current and was measured by a certified lead appraiser of the CMMI Institute: Maturity Level 3 or higher for Class A software, and Maturity Level 2 or higher for Class B software except where the Class B software flies on a NASA Class D payload.
