What does SWE-015 require?

To estimate development cost better, the project manager establishes, documents and maintains two cost estimate models and their parameters for Class A and B projects estimated at two million dollars or more; one model for Class A and B projects below that; one model for Class C and D projects; and one model for Class F projects.
