A switchboard operator or an officer, employee or agent of a communication common carrier may intercept, disclose or use a wire communication only in the normal course of employment while doing something necessarily incident to providing the service, protecting the carrier's rights or property, or preventing use of its facilities in breach of G.L. c. 269 s. 14A. Carriers must not use service observing or random monitoring except for mechanical or service quality control checks.
