What does Art.65.exclusions require?

For each scientific or historical research or statistical project the controller must document and justify the exclusion of any one or more of the twelve measures listed in Article 65. The measures are therefore the default for every project, and leaving one out is an accountable decision recorded per project, not a general policy choice.
