The Table of Frequency Allocations (8.3 kHz to 3 000 GHz, three Regions defined by lines A, B and C, with broadcasting, maritime and tropical areas) governs which services may use which bands. Stations of a secondary service must not cause harmful interference to primary-service stations assigned now or later, cannot claim protection from them, but can claim protection from later secondary stations (5.28 to 5.31); footnotes create secondary, primary, additional or alternative allocations in particular countries or areas (5.32 to 5.41); a service allowed to operate subject to not causing interference cannot claim protection, and one subject to not claiming protection must not cause interference (5.43, 5.43A). Each footnote attached to a band binds the administrations and stations using it.
The graph holds this control, the 0 it maps to, and the evidence behind each claim, over MCP and REST.
