Member States limit frequencies and spectrum to the minimum and assign frequencies capable of causing harmful interference abroad in line with the Table of Frequency Allocations (4.1, 4.2); new or changed assignments must avoid harmful interference to assignments recorded in the Master Register (4.3); an assignment out of line with the Table may be made only on condition that it causes no harmful interference to, and claims no protection from, stations operating in accordance with the instruments (4.4); frequencies are kept clear of band edges (4.5); radio astronomy and passive services receive protection as stated (4.6, 4.7); services of equal category in adjacent Regions have equal rights (4.8); stations in distress may use any means (4.9); safety services need special measures against interference (4.10); HF long-distance bands are conserved (4.11, 4.12); special methods of working are allowed in limited cases (4.13 to 4.21); emissions harmful to distress and safety frequencies are prohibited (4.22); HAPS use only identified bands (4.23); deep-space research systems may use deep-space allocations near Earth (4.24).
