ITU Radio Regulations and Space Security Standards RR19.I: RR Article 19, Section I: Identification of stations, general provisions

What does RR19.I require?

All transmissions must be identifiable by identification signals or other means, though for some systems, space systems among them, signals are not always possible (19.1, 19.1.1); transmissions with false or misleading identification are prohibited (19.2); amateur, broadcasting, fixed below 28 MHz, mobile and standard frequency services should carry identification, radiobeacons must, and 406-406.1 MHz satellite EPIRBs must (19.4 to 19.11); identification is given as often as practicable and at least hourly (19.17); administrations ensure that transmissions without identification signals that can cause harmful interference abroad are identifiable by other means and adopt measures to that end (19.26, 19.27); defence stations may be identified by national measures but should use recognizable call signs (19.28).
