What does RR17 require?

Administrations bind themselves to take the measures needed to prohibit and prevent unauthorized interception of radiocommunications not intended for the general use of the public, and the unauthorized divulgence, disclosure of existence, publication or any use of information obtained by such interception (17.1 to 17.3).
