ITAR - International Traffic in Arms Regulations 130.12-130.13: Obtain payment disclosures from vendors and from recipients of fees

What does 130.12-130.13 require?

Applicants and suppliers must obtain from each vendor a full disclosure of its political contributions and fees or commissions on the sale, which vendors must give within 20 days of request, or an abbreviated aggregate statement with direct reporting to DDTC where disclosure would harm their commercial interests; if no statement arrives by the 25th day the applicant or supplier must file a signed statement about the failure, and must still report (130.12). Applicants, suppliers and vendors must also obtain from every person to whom they pay or agree to pay a fee or commission a timely full disclosure of that person's political contributions on the sale, with updates as needed (130.13).
