Exempt are technical data exported under a written DDTC exemption granted for an arrangement with DoD, DOE or NASA that implements an international agreement with multiple exports contemplated (b)(11); technical data specifically exempt under Part 126 (b)(12); and technical data approved for public release (unlimited distribution) by the cognizant U.S. Government department or agency or the Office of Freedom of Information and Security Review, in any form, without the need for actual publication (b)(13), which is also the only 125.4 exemption usable for 126.1 destinations (125.4(a)).
