Potential improvements to the information products are identified, such as a changed indicator format, a move from a linear to an area measure or from minutes to hours or years, a lines-of-code measure replaced by a functional size measure, or reclassified defect categories, some of which require process changes. Potential improvements to the measurement process become improvement actions for future planning, selected on their costs and benefits, recognising that an improvement is not always cost-effective and that a process may be good enough as it stands. Process changes go to the process owner and product changes to the analysts; if no improvements are identified, that too is communicated.
