The six planning tasks above yield the data collection, storage, analysis and reporting procedures, the evaluation criteria, schedules and responsibilities (Annex F lists the elements). Planning takes in the improvement actions proposed from earlier cycles or projects and the experience base, weighing the feasibility of near-term change, resource and tool availability and disruption to the projects supplying data; where planning information already exists it is updated rather than rebuilt, and some elements, such as piloting a deleted measure, become unnecessary. Stakeholders review and comment, the sponsor reviews and approves, which demonstrates commitment, and the unit's management agrees the plan and allocates resources, often after several iterations and staged where measurement is piloted on a project before organisation-wide use.
