ISO/IEC DIS 4922-3 9.2.1: Construction based on a hash function

What does 9.2.1 require?

A hash-based H is the conventional choice and the one a vendor is most likely to have implemented. The buyer's question is not which hash is fashionable but whether the exact construction, output length and domain separation are stated and tested. A hash name without a construction is not an answer.
