Free XOR and half gates are optimisation choices, and optimisation choices carry a price. The properties clause is where the price should be stated: what assumption each optimisation adds, and what an implementer gives up to get the saving. A buyer should treat a vendor that quotes the saving and not the assumption as incomplete.
