Recoverability asks how quickly and completely the product can restore service and data after a failure. A measure relates recovery time or completeness to the objective set. Recovery has two dimensions: time and data. A service can return in seconds and lose an hour of transactions, and the measure has to say which objective was met. The recovery point objective and the recovery time objective belong in the definition, and so does the scenario: a restart is not the same as a restore from backup. The measure should be taken from an exercise, because a backup that has never been restored is a hope.
