Registration status (level of registration or metadata quality) and administrative status (where the item stands in the authority's handling process) apply to each registered administered item; attached items inherit their parent's statuses. Only one registration authority administers any given item; if two authorities must register the same real-world thing they register separate items, which can be related by Part 3 item mapping. The authority decides the permissible administrative status values and refines, publishes and applies them.
