Worker (and representative) consultation and participation are essential at every stage: developing, planning, running, maintaining, evaluating and improving the psychosocial risk processes. Beyond ISO 45001 5.4, the organization gives workers ways to give feedback on how effective psychosocial risk management is, and fosters participation, for instance through health and safety committees or peer support networks suited to its size. Small organizations without formal representation consult workers directly, and consultation draws on workers' experience and expertise throughout. Participation should be encouraged, not compelled. Concerns such as fear of pushback, negative attitudes, apathy, the sensitivity of the subject or bad experiences with earlier initiatives are addressed when the system is set up, representatives can help ease them, and ongoing input is sought through planning and implementation.
