Guidance: top management and oversight bodies should demonstrate and state their continuing commitment to managing risk by way of a policy, a statement or another form that conveys the organization's objectives for managing risk. The commitment should cover the purpose of managing risk and its links to objectives and other policies; the need to make risk management part of the organization's culture; leading its integration into core activities and decisions; who holds authority, responsibility and accountability; the resources made available; how objectives that conflict are handled; how measuring and reporting fit the organization's performance indicators; and review and improvement. The commitment should be communicated inside the organization and to stakeholders as appropriate.
