Guidance: integrating risk management starts from an understanding of the organization's structures and context, which differ with its purpose, goals and complexity; risk management takes place in each part of the structure and everyone has a share of the responsibility. Governance sets the organization's direction and its rules, processes and practices; management structures turn that direction into strategy and objectives; deciding who is accountable for risk management and who oversees it is part of governance. Integration is dynamic and iterative and should be fitted to the organization's culture and needs, so that risk management is part of, and never separate from, purpose, governance, leadership, strategy, objectives and operations.
