The organization shall determine the competence needed by people working under its control whose work bears on knowledge management performance, considering as appropriate the level required of the various kinds of worker: those who design, deliver and continually improve the knowledge management system and the culture change that supports it; those holding responsibilities within the system (roles such as those illustrated under 4.4.4); and those who engage with and use the system in completing their tasks and work. It shall ensure these persons are competent on the basis of education, training or experience; where applicable act to acquire the competence and evaluate how effective the actions were (training, mentoring, reassignment, or hiring or contracting competent persons); and retain documented information as evidence of competence.
