The organization has to work out which external and internal issues matter to its purpose and to its ability to reach the results the records system is meant to produce. The issues are the conditions that change what records are needed, how long they must be kept, who may see them and what evidence they must carry: legal and regulatory change, business strategy, technology, suppliers, the recordkeeping culture and the resources available. The clause does not require a document, but the analysis has to be real enough to feed 4.1.2 and 6.1.
