Production of the safety-related item or element is performed per the production plan so that the produced item conforms to the design: the safety-related special characteristics are controlled and monitored, process capability demonstrated, deviations handled, and traceability and configuration maintained; part 11 4.9 says a controlled semiconductor process compliant with a quality standard such as IATF 16949, with process FMEA, control plans and manufacturing test, fulfils the production requirements. Its aim, per the SGS quotation, is that functional safety is achieved in production after release, by whoever is responsible for the production process (vehicle manufacturer, supplier or sub-supplier).
