Incident management optimizes the number of resources managed by one supervisor: a normal ratio is one to seven individuals reporting to one person and an optimum span is two to five; the span may be exceeded in routine, repetitive, lower-risk assignments or where resources work in close proximity, and should be lowered in complex incidents where safety is a major factor or resources are far apart.
