The organisation establishes and documents procedures for authorising its personnel to be armed: authorisation is granted only to people it has found suitable for the tasks and who have passed background investigations, is specific to the type and model of weapon, is issued only once the person has qualified on that weapon to a published standard named in the use of force procedures, is given in writing and signed by an authorised official, and is withdrawn when the conditions no longer hold.
