The organisation assesses the capacity it already has to adapt to climate impacts, covering its financial, human and technical resources and its other organisational capabilities, and records the gaps between that existing capacity and the capacity it needs. In judging organisational capability it is recommended to analyse how far the organisation can spot the strategic decision moments climate change could affect, secure leadership and commitment, mobilise money and people, make key decision-makers aware, hold or reach adaptation expertise, formalise a flexible structure with clear roles, hold timely dialogue with interested parties, decide collaboratively, learn from experience and endorse a work programme.
