Before starting, and again whenever it reassesses or revises its adaptation, the organisation judges whether it is able to carry out clauses 6 to 10. It does this by settling what leadership and wider governance the adaptation process will need, which people it needs (project teams included), who will hold which role and responsibility, what money will be required, what levels of expertise, knowledge, information and data it must have or obtain, and at what moments it takes its strategic decisions.
