Guidance: to reach its intended outcomes, the organization should set up, implement and keep up an environmental management system and improve it continually, using what it learned under 4.1 and 4.2. Where developing a complete system at once is difficult, a phased approach can offer advantages (Annex B, based on ISO 14005). How the requirements are met remains for the organization to decide, and it stays accountable for that choice.
