ISO 14004:2016 10.2: Nonconformity and corrective action

Guidance: the organization should take a systematic approach to finding nonconformity, mitigating any adverse environmental impact, analysing causes and taking corrective action. Nonconformity can concern the system (aspects of products not evaluated, emergency responsibilities unassigned, compliance not evaluated) or environmental performance (energy objectives missed, maintenance not performed, permitted limits exceeded). Internal audit is one route to identification; assigning responsibility to all persons to report actual or potential problems is another. A nonconformity should be investigated for cause so corrective action targets the right part of the system; the plan should cover resolving the problem, correcting the situation and restoring normal operation, and eliminating causes to prevent recurrence or occurrence elsewhere, with character and timing proportionate to the nature, scale and environmental impact. Potential problems can be addressed before they occur, identified by extrapolating corrective actions to similar areas, trend analysis or hazard studies, and considered in planning under 6.1.1. Where actions alter the system, the competence needs and documented information affected should be brought up to date and the changes communicated; management should ensure actions are implemented and systematically reviewed for effectiveness. Documented information should be retained on the nature of nonconformities, actions taken and results.
